It is dedicated to navigating legal complexities and emphasizing the high quality of the University’s legal and institutional protections. Furthermore, the Directorate is committed to creating a transparent, rule-of-law environment that aligns with the University’s vision of good governance, accountability, and academic progress.

Mission

The mission of the Directorate encompasses all aspects concerning legal safeguards, university contracts, legal consultations, and litigations. The department aims to develop and utilize the most effective modern methods for reviewing legislation, managing institutional agreements, and facilitating legal transactions to protect the rights, property, and frameworks of the university, its academic staff, employees, and students.

Objectives

  • Ensuring Legal Compliance: Guaranteeing the complete compliance of all university decisions, bylaws, administrative regulations, and procedures with the laws of the Kurdistan Region and the Iraqi federal regulations.
  • Asset and Property Protection: Safeguarding the university's rights, intellectual property, and material assets through meticulous drafting, reviewing, and monitoring of contracts, leases, and agreements with external entities.
  • Proactive Legal Counsel: Providing accurate, timely, and objective legal consultations and opinions to the University Presidency, vice presidents, deans of colleges/technical institutes, and administrative heads.
  • Fair Institutional Justice: Managing and supervising internal investigation committees, grievance boards, and disciplinary procedures to ensure fairness, transparency, and justice for both staff and students.
  • Effective Legal Representation: Representing the university's legal interests and defending its position effectively before judicial bodies, courts, and governmental or non-governmental organizations.
  • Archiving and Documentation: Systematically archiving all laws, ministerial directives, presidential decrees, and official legal documents affecting the higher education sector for quick institutional reference.
