Prof. Dr. Muayad Barakat Hassan serves as the Vice President for Administrative and Financial Affairs at the University of Dohuk. In this role, he provides strategic oversight of the university’s administrative and financial operations, ensuring efficiency, transparency, and alignment with institutional goals. He is respo
nsible for preparing budgets, as well as operational and development plans, to support the university’s mission and vision.
Dr. Muayad supervises a range of departments and offices that facilitate essential services, fostering an optimal learning and teaching environment. He also oversees the effectiveness and efficiency of administrative functions, regularly preparing annual and monthly reports to assess and improve university operations.

- Developing strategic plans for the university’s administrative and financial operations.
- Enhancing work procedures, job structures, and job descriptions in line with institutional objectives.
- Chairing committees formed by the University President to ensure optimal execution of plans and goals.
- Engaging with consulting firms specializing in restructuring, planning, and financial and administrative consulting.
- Representing the university in external meetings and collaborations.
- Assessing employment status and workforce distribution across colleges and university departments.
- Establishing and overseeing committees related to tenders, procurement, and auctions in compliance with regulations.
- Meeting with academic and administrative staff to address concerns and implement effective solutions.
- Supervising tenders and bids for university resources, ensuring financial feasibility and compliance.
- Coordinating with governmental and private sector entities regarding financial affairs.
- Overseeing the preparation of financial and regulatory reports for state authorities.
- Supervising the drafting and execution of contracts and agreements between the university and external partners.
